Adequate funding is having the necessary resources to meet educational goals. The Fiscal Research Center at Georgia State University gives 4 steps to determine what resources are adequate for education. Step number one is to set educational goals. Step number two you turn those goals in to a measurable outcome and set the objectives for those measures to create performance standards. Step 3 you determine the resources that are required step for you determine the cost of those resources. The state determines the cost per student necessary for an adequate education. The state should then insure that each school district has at least that amount for students to spend. There are many message to determine the cost per student but none that are full proof. It is easy to define adequate funding for this is not easy to measure it.
